This monograph represents just a pale picture of vivid activity and
persistent struggle of all employees in the Road Company »Novi Pazar«
in construction and maintenance of the road network, in the certainly, the
most difficult region in Serbia. This activity has been lasting for 45 years.
Road Company »Novi Pazar« by its work covers a territory of the
municipalities of: Kraljevo, Raska, Novi Pazar, Sjenica and Tutin and this
year it celebrates forty-five years of its establishment. Regarding this
jubilee, it has been done voluminous analyses of the work results, from
which this monograph has been originated.
The monograph treats development of the road network of the stated
territory, from early times up to the present one, with a special review on forty-five years of work and development of the Company. For monograph compile has been hired expert and scientific authors, who have used data from numerous sources and put great efforts to, reach to very meagre data sources.
From traffic-geography and area-functional point of view, a resource
area represents a special regional-geography unity in the area of southwest Serbia, characteristic by its mountainous-valley relief, very reach in water resources and mild continental climate in lower and sub mountain and mountain and higher areas. Climate conditions, especially snow falls, represent a huge problem for traffic functioning, especially on Karajukic Bunari on Pester plateau. In the area of Kopaonik, on Jaram and on the Golija road, between Duga Poljana and Sjenica, during winter period snow falls reach the height up to 6 metres, and temperature goes far below zero. During January of 2006. on Karajukica Bunari on Pester
plateau, was measured temperature of -39,5°C.
Occupying the middle area of the south and southwest Serbia, the
marked territory is bordered from south towards north with municipalities of Rozaje, Berane, Bijelo Polje, Prijepolje, Nova Varos, Ivanjica and Cacak, and from south towards northeast
with municipalities of: Istok (Pec), Zubin Potok, Kosovska Mitrovica,
Leposavic, Brus, Aleksandrovac, Trstenik, Rekovac, Kragujevac and Knic. By this geography position, this area has prerequisited to develop into an important knot of roads and railway communications in Serbia. The spine of the road and railway traffic in this area represents valley of Ibar, which is through Sjenica–Pester valley connected with the valley of Lim.
Concerning the history of the road network, it has been known that middle-age roads used routes of prehistoric and ancient roads. After forming of consolidating Serbian state, main communications have been established among founded cities, squares, mines and monasteries, in fact, political, economy and spiritual centres. On those road directions have been placed founded cities of: Ras, Jelec, Zvecan and Maglic, then squares like Trgoviste–today’s Pazariste and Trgoviste on Rogozna. It has not
been avoided monasteries like: Sopocani, Djurjdevi Stupovi, Petrova
crkva, Koncul, Gradac, Stara and Nova Pavlica, Studenica and Zica.
The construction of the road Novi Pazar – Raska
And in modern society these road directions are very important, not only
from spiritual, but also from tourist aspect, an important economy
branch of each modern state. The importance of middle–age monuments
in Novi Pazar area, together with Studenica, has been confirmed by the
UNESCO and world, by pitting them into the List of the World’s
Cultural and Natural Heritage. In this town has been very well preserved
the monuments of Islam culture: Isa-beg’s Public Bath from XV century,
Amir aga hostel, the Fort, parts of the old downtown, and among numerous
mosques special are Altun-alem and Lejlek mosques. From tourist
point of view, today is very important Lake of Sjenica that used to be a
canyon of Uvac, with beautiful meanders and white-headed vultures,
nested on the cliffs of this canyon.
Connection of the Adriatic Sea and interior of Serbia has been maintained
by three main roads: Dubrovnik, Bosnian and Zeta and all of them
passed through the territory covered by the Road Company. From mid
XIX century, it was started a solid construction of the roads, by implementation
of technical rules and under supervision of the engineers.
After I World War, it was started a construction of the modest road
network, in accordance with the abilities and needs. In the years 1913-
1914, were constructed car roads from Raska to Novi Pazar and
Sopocani, then to a village of Pozega and through Duga Poljana and
Sjenica. There were reconstructions of the roads: from Novi Pazar to
Vranovina; from Raska to a village of Trnava and trough Rogozna to
Banjska and Mitrovica. The road through Rogozna was abandoned in
1930. when a railway track was released into traffic Kraljevo-Raska-
Mitrovica.
In thirties years of the XX century, buses transported on lines of:
Kosovska Mitrovica-Raska-Kraljevo; Novi Pazar-Raska-Kraljevo; Novi
Pazar-Raska-Kosovska Mitrovica; Sjenica-Novi Pazar-Raska. The transport has been done by private buses owned by individuals from the stated
places. In the period from 1935. until 1941. it was constructed a
macadam road Kragujevac-Kraljevo-Raska, in the length of 134 kilometres.
In the same time was constructed a macadam road Novi Pazar-
Crkvine-Tutin-Berane.
The construction of the first modern roads started by forming and
organising of the first construction companies, specialised for construction works on roads and bridges.
At the end of 1953. on the territory of the Republic of Serbia, the
Resource Ministry and Road Direction in Belgrade, organised 12 technical
sections, among which a Technical Road Section in Kragujevac. At
the same time, this Section has formed its own facility in Novi Pazar.
After one year of work, on 1. 1. 1955. was formed a Technical Section
in Novi Pazar, which overtook the same category and size of the road
network, cared by the previous facility. Still, by its work, it includes 69
km of I class roads and 171 km of II class roads. By implementation of
the basic Law of Public Enterprises and Road Company Law, on 1. 1.
1962. was formed Road Company«Novi Pazar«. On the day of its establishment
and beginning of the work, the Company had in total 172
employees.
The period from 1967. until 1972. was characteristic by its individual
scope of works in reconstruction and modernisation of the road network,
therefore the percentage of the roads I and II classes with asphalt
lanes reached the level of 40% from the total road network on the territory
of the Road Company »Novi Pazar«. At that time, most of the road
directions were made in accordance with the existed condition, without
real technical documents, with small or almost none changes and
improvements of the technical road elements.
In the quoted period, the Company technically and in personnel
importantly improved, was trained to perform works on reconstruction
of critical road sections of I class: Kraljevo-Krusevac, a section of Sovljak-Beranovac and Ratina-Vrba, Novi Pazar-Sjenica, a section of
Stavalj–Dubinje. It has been worked in important road sections of II
class: Biljanovac-Josanicka Banja and Usce-Studenica. In that period, the
Company has been equipped with production capacities and implementation
of asphalt layers, in accordance with so-called »hot procedure«. It
has been installed the first asphalt bases. In the year 1967. was formed an
asphalt base Poljska of 15 t/h in Beranovac and »Marina« AB in Sjenica
in 1968 of 30t/h, which importantly influenced on rise of road construction
level with modern asphalt roadways.
The period from 1977-1981. represents an important developing period
both in technical-technological and in important personnel strength
of the Company, achieved through construction of the main road of
Raska-Novi Pazar.
Years from 1981-1984. were characteristic by its struggle to secure
work by implementation of all available capacities.
Important investments in improvement of the road network construction
level in this area happened in the period from 1984.-1992. illustrated
by programme approach of construction and reconstruction of roads
on sub Kopaonik and Pester regions.
From 1996.-2003. the Company achieved successfully competitiveness
on a market and successfully realises all entrusted and contracted obligations.
A new remont workshop in Novi Pazar
The Company worked in the status of public enterprise until 31. 12.
2003, and after that it has been privatised and becomes a share-holding
company. Soon after it, followed an assignment of Selling of Public
Capital Contract through Public Tender between: AD »PUTEVI« Uzice,
as a buyer and PRIVATISATION AGENCY OF THE REPUBLIC OF SERBIA
as a seller. Bigger owner of the Company has become a company
»PUTEVI« Uzice. In a privatised status, at the Commerce Court in
Kraljevo, on 29.04.2004 was signed into the register as a SHARE-HOLDING
COMPANY »NOVI PAZAR-PUT«, with its headquarter in Novi
Pazar, street- Sabana Koce number 67. And in the privatised status, the
Company maintenances 924 km of main roads and regional roads.
An average employment in the last five years was 550 employees on
unlimited and limited working time, from whom: 32 are with university
education (engineers, lawyers, and economists), 34 technicians, 276
highly-qualified and qualified employees and 208 employees of different
professions. Most of this number of employed is apprentices and children
of the employees of this Company.
AD »Novi Pazar-Put« owns a quarry called »Podstran potok«, not far
away from Novi Pazar, equipped with all modern facilities. Reserves of
this quarry are huge and are four millions m3, which is enough for the
next 40 years to be exploited.
Floodings in 1979 od R–119
The capacity of the facility for stone production facility aggregate of »Podstran potok« is 60m3/h.
Total capacity of three asphalt bases is 250 t/h, and only a new base
»TELETOMAT«, installed in 2004. produces 160t/h and by its technical
and technological characteristics represents the newest equipment technical solution in Europe.
Production capacity of the concrete base is 15m3/h.
In the period from 2004. until 2006. on different construction sited
were produced and installed more than 374.564 m3 of different stone
materials: tampons and fractions 0-32, and then 381.000, 193.000 tons of
asphalt and 13.544m3 of concrete.
The Company possesses 380 units of production equipment (vehicles,
construction machines and accompanied equipment). Transport park
makes vehicles capacity of 5 to 25 tons, which allows being transported
simultaneously over 500m3 of concrete.
By comparing possessed capacities of a machine park today with a
park before 3-4 years, it has been evident that from previous 700m3 of
excavation and 1100m3 of loading, this ratio has been changed to the
present 540m3 of loading and 1100 m3 of excavation. Logically, concerning
works of excavation and loading which are now done by dredges, and
by increased number of dredges increased efficiency and economy in
work.
Many years ago, management set has decided and worked in utilisation
of the transport and machine park. Today, this utilisation is near its
ending and over 90% of production equipment has been bought with
renowned manufacturers »Volvo« from Sweden.AD«Novi Pazar-Put«
owns 59 hectares of land on the territory of the municipalities covered by
its work. On these areas have been built 45 objects, of the total area of
11.500 m2, planned for: business, storage and accommodation space. By
its value and purpose, a Maintenance Workshop in Postenje and a
Workshop of Winter Service on Kopaonik, are objects, which in time of
their construction have been unique in the road economy in Serbia.

In the privatised status, it has been recorded an increase of all economy
indicators, especially net income, which means that business in that
period has been successful and significally risen level of productivity.
Income has been raised for about 50% from year to a year, therefore in
2006. has reached an amount of over 1, 5 billion dinnars or around 20
million Euros, which is surely not a small amount.
At the same time, it has been cared, although in a smaller percentage
in comparison with income, to net profit. In the first year after process
of privatisation, it has started division of dividend to share-holders and
participation in employees’ profit.
Development politics is in a direct relationship of a leading role of
management, which must care about permanent improvement of the
employees and to follow new technical achievements in the world. This
also shows a necessary certificate of ISO 900:2000, won at the end of
2003.
R–234 Novi Pazar–Golija
On behalf of the Company, a Policy Quality Statement brings a
Quality Board, signed by the Director.
A question of achievement of satisfactory results from an area of ecology
becomes our everyday and permanent worry.
There have been invested, and still are, huge efforts into expert and
quality of performed works, assuring a respect of the Company, that can
be a reliable partner to all domestic and foreign investors.
